The Senate Health and Welfare Committee handled an administrative rule docket on Jan. 31 that included incorporation by reference of the National Society of Genetic Counselors (NSGC) code of ethics. The committee first approved pending docket number 24-2401-2401, then voted to reject a specific subsection of the NSGC code previously incorporated by reference.
Senator Bierke moved to approve the pending docket; the motion was seconded and approved. The committee then considered a motion to reject a portion of the NSGC code's incorporated standards. Senator Blaylock moved to reject section 2, subsection 3 of the National Society of Genetic Counselors Code of Ethics as incorporated by reference in IDAPA 24.24.01.002; the committee adopted the motion on a voice vote.
Committee members explained the objection was limited to the incorporated subsection, which committee members said listed an extensive nondiscrimination standard naming many protected characteristics. Senator Shippey (who the record indicates was the member who led the earlier discussion on the rule) told the committee the language raised concerns for some committee members and that removing the subsection would not change how practice is regulated, according to staff and the division.
Senator Wintrow asked whether the item related to earlier discussion about nursing exams and DEI; the chair clarified the two matters were separate. The committee corrected an earlier clerical reference to the subsection numbering and re‑moved the section using the correct citation before concluding the docket business.
The committee did not adopt additional statutory changes; the action removes the specified subsection from the incorporated material in the cited IDAPA rule. The record shows the committee addressed a clerical numbering error before finalizing the rejection.
