Senate committee rejects resolution to formally reaffirm Nuremberg Code as Idaho research foundation

Senate Health and Welfare Committee members on Tuesday considered Senate Concurrent Resolution 104, a nonbinding measure presented by Senator Tammy Nichols that would “reaffirm the Nuremberg Code as the foundation of ethical research” and encourage Idaho institutions to follow widely cited bioethics documents and practices.

Nichols, who introduced SCR 104, said the resolution “reaffirms Idaho's commitment to ethical medical and scientific research by recognizing the Nuremberg Code as the foundation for protecting human rights.” She told the committee the measure is advisory only and carries no fiscal impact.

The resolution text cited voluntary consent, transparency and safeguards against harm as core principles and singled out the Nuremberg Code, the Belmont Report and international instruments as complementary contributions.
