The action began when Senator Bierke moved to approve pending docket number 24-2401-2401; the committee seconded and approved the pending docket by voice vote. Senator Blaylock then moved “to reject section 2, subsection 3 of the National Society of Genetic Counselors Code of Ethics incorporated by reference in IDAPA 24.24.01.002.” The motion was seconded and approved by voice vote.
Committee members discussed the basis for rejecting the subsection. Senator Wintrow asked whether the motion related to earlier debate on nursing exams and diversity, equity and inclusion; the chair and other senators clarified it did not. Committee members said the subsection was part of an incorporated body of standards and contained nondiscrimination language and a “long list of people and identities” that some members found problematic. One committee member said striking the provision would not change how counseling is practiced, and that federal or House-level pushback had been involved in prior debate.
The committee corrected a clerical reference to the provision during the meeting. Senator Blaylock made a second motion clarifying the correct citation as section 2, subsection 3 of the National Society of Genetic Counselors Code of Ethics incorporated by reference in IDAPA 24.24.01.002; the committee approved that motion by voice vote as well. Several senators asked for the motion to be recorded, and the chair indicated a record was requested.
