JFAC clears veterans-services enhancements, reauthorization for major construction grants

The Joint Finance-Appropriations Committee on Feb. 14 approved multiple FY2026 items for the Division of Veterans Services, including staffing reallocations, replacement equipment and reappropriation authority for large federal construction grants to replace and renovate veterans homes.
Committee materials list requested actions including: a $1.2 million transfer from operating to personnel for a temporary nursing staffing pool; $120,600 for IT maintenance and licensing; $133,400 for capital outlay including equipment for the Post Falls Veterans Home and a dump truck for the Boise Veterans Cemetery; $354,700 for replacement items covering vehicles, building improvements and dining equipment; and $100,300 for IT hardware. The division also requested reappropriation authority of up to $111,488,600 in federal construction grant funds from FY2025 into FY2026 for replacement of the Boise Veterans Home and renovation of the Lewiston Veterans Home.
JFAC approved a motion that added modest general-fund and dedicated-fund amounts and accepted the reappropriation authority. The roll call recorded the committee’s combined tally as 19 ayes and 1 nay. The committee’s action carries a due-pass recommendation.
