Marion County commissioners hold strategic planning workshop; surface priorities on roads, workforce and public engagement

Marion County commissioners and staff met Feb. 24 for a facilitated strategic-planning work session that produced a long list of priorities for further work, with particular attention to roads and equipment planning, employee recruitment and training, broadband and water systems, and public engagement.

The meeting, led by a facilitator who opened the session by asking participants to “assume good intent” and focus on ideas rather than detailed plans, combined exercises identifying what the county does well, what it should stop doing, community concerns and aspirational goals. Commissioners and staff repeatedly returned to road maintenance strategy, multi‑department staffing and training, and infrastructure needs as items to carry forward.

Workshop participants described existing strengths that include county services for seniors, interdepartmental cooperation and recreational amenities. Concerns raised included an out‑of‑date comprehensive plan with limited public participation, shrinking tax base and rising costs, staffing and retention difficulties, and regulatory “red tape” that can slow projects such as extending utilities across railroad right‑of‑ways.

On tangible priorities, commissioners and staff identified: - Road program planning: move from reactive, year‑to‑year patching to a multi‑year plan emphasizing harder base materials and fewer recurring repairs. Speakers urged consideration of hauling efficiencies (larger loads) and whether contracting could reduce equipment maintenance costs. - Workforce and training: expand vocational/Vo‑Tech opportunities, apprenticeships, sign‑on or recruiting incentives, and mandatory maintenance training for equipment operators to improve performance and retention. - Infrastructure: address broadband, water systems and bridges; evaluate county facilities and storage/shop needs (notably a Peabody shop site with an upcoming move deadline); and conduct cost‑benefit assessments of building versus leasing existing local properties. - Public engagement and planning: revise the comprehensive plan with broad public input and improve county communications to reduce mistrust and better “tell the county’s story.”

Participants proposed follow‑up actions including cross‑departmental staffing reviews, greater township input into road planning, a consolidated job board and occasional job fairs, and a focused effort to identify grant or regional cost‑sharing opportunities (including hiring or assigning staff time for grant writing). Several attendees recommended a public education program and countywide engagement schedule to increase participation in planning processes.

Facilitator and commissioners said the list of ideas would be refined in later sessions and prioritized for staff follow‑up. The group agreed that items placed on the long list would need broader support to move into implementation, and that future meetings should narrow goals into funded projects or programs.
