Board approves $275,650 Lund Consulting amendment to oversee Lower Green River plan

The King County Flood Control District Board of Supervisors unanimously adopted proposed resolution FCD 2025-02 on Feb. 11, authorizing the chair to enter into a third amendment to the agreement with Lund Consulting. The amendment is for an amount not to exceed $275,650 and a term of 25 months, and it designates Lund Consulting to serve as project management owner representative for the Lower Green River Corridor Flood Hazard Management Plan and Programmatic Environmental Impact Statement follow-up work.
Stephen Shower, deputy executive director, described the contractor’s tasks: overseeing the corridor plan and capital investment strategy to ensure a transparent, accountable and equitable process; managing the contract for the technical consulting team (Parametrix) to verify work products meet district quality standards, including invoice review and budget oversight; coordinating with King County Rivers and Floodplain Management staff for technical support; providing direction to the technical team as directed by the executive director; reviewing draft documents on behalf of the district; meeting weekly with the technical team and executive director; and coordinating partner planning committee and advisory-group support.
Chair Reagan Dunn praised the work and described the corridor’s economic importance, saying the area is a major industrial and manufacturing center and that protecting lives, homes, businesses and property from flooding is vital. Councilmember and Supervisor Quinn expressed enthusiasm for participating on the executive committee and said he will pose further questions later about coordination with the U.S. Army Corps of Engineers.
Vice Chair Perry moved the item; the clerk recorded a vote of 9 ayes and 0 noes and the resolution was adopted. Staff noted the amendment is administrative and does not change the authorized project budget, and that legal counsel had reviewed the amendment.
The amendment assigns Lund Consulting to manage the district’s technical contract oversight and coordination work as the district moves from the PEIS into drafting the corridor plan and a capital investment strategy.
