King County Council approves consent agenda: multiple board confirmations and annual report; reintroduces brewery/winery ordinance

The King County Council on Feb. 18 adopted its consent agenda (items 7 through 19) by roll call and approved a slate of executive appointments to advisory boards and a 2023 annual report summary.
Councilmember Kathy Perry moved the consent agenda. The clerk recorded ayes from Councilmembers Balducci, Barone, Dombowski, Dunn, Mosqueda, Perry, Quinn and Chair Grama Halai; the final tally was 8 ayes, with Councilmember von Reichbauer excused.
Items adopted on consent included confirmations of executive appointments to boards and advisory committees. The clerk read the names and file numbers into the record; examples include:
- Proposed Motion 2024-0056: Confirming Gracie McDonald (resides in Council District 9) to the King County Children and Youth Advisory Board. - Proposed Motion 2024-0120: Confirming Leslie K. Hamada (resides in Council District 9) to the King County Women’s Advisory Board as a council at‑large representative. - Proposed Motion 2024-0243: Approving the 2023 annual Mental Illness and Drug Dependency (MIDD) evaluation summary report. - Proposed Motion 2024-0330 (and similar file numbers read): Confirming Maria Long Bauer (District 8) and other appointees to advisory boards, including the King County Veterans, Seniors and Human Services Levy Advisory Board and the Children and Youth Advisory Board.
The clerk’s reading listed additional motions and appointment items (items 7–19) by file number and appointee name; all were adopted as part of the consent vote. The record shows these confirmations were routine and carried as a block; no individual roll call was recorded for each separate appointment.
Under separate action, the chair ordered that a previously introduced 2024 ordinance relating to wineries, breweries, distilleries and remote tasting rooms (Proposed Ordinance 2024-0387) be considered reintroduced and referred to the Committee of the Whole for hearing on Feb. 25, 2025. The chair said the reintroduction was required under council rules because the legislation had lapsed in the annual reintroduction process.
The consent adoption and subsequent reintroduction were recorded in the Feb. 18 proceedings.
