JFAC adopts technical corrections to maintenance bills, fixes K–12 and HHS language

The Joint Finance-Appropriations Committee on Thursday approved a set of technical corrections to maintenance-bill language that the committee previously adopted in January. Budget staff said the edits fix program-transfer language in the K–12 budget, update a reference for an appropriation that moved out of the Millennium Income Fund, and correct a typographical error in the full-time-equivalent (FTE) cap for constitutional officers.
Keith Bybee, Division Manager, Budget Policy Analysis, told the committee that staff identified four technical corrections during the editing process and described them as "pretty simple fixes." Jared Tetreault, deputy manager in the Legislative Services budget division, explained the K–12 language change: the longstanding exemptions allowing program transfers between appropriated divisions needed to include the Idaho Digital Learning Academy (IDLA) because IDLA has become its own division and was previously part of children’s programs. Tetreault said adding IDLA avoids a potential situation in which funds could be simultaneously deposited and withdrawn in ways not intended by the program-transfer rules.
Another correction, described by Alex Williamson, budget and policy analyst, replaces an erroneous reference to the Millennium Income Fund with the correct appropriation section in the maintenance bill for a youth-drug program. Mr. Williamson said the change simply updates where the funds are appropriated so the language matches the current bill structure.
A separate fix corrected a decimal typo in the constitutional officers FTE cap included in the maintenance table. Bybee said the cap should read 431.9 FTE; the committee moved that corrected figure and adopted it by roll-call vote. Ms. Figueroa conducted the roll call and the clerk recorded a unanimous committee vote of 20 ayes, 0 nays. Several of the other language changes were approved by unanimous consent after staff displayed the corrected wording on the screen and requested acceptance.
