Committee moves RS 32224 recognizing Nuremberg Code as ethical foundation to print

Senator Tammy Nichols, R.-District 10, presented RS 32224 to the Senate Health and Welfare Committee, a resolution that reaffirms Idaho's commitment to ethical human research by recognizing the Nuremberg Code as a foundational framework and incorporating principles from the Declaration of Helsinki, the Belmont Report and UNESCO's Universal Declaration on Bioethics and Human Rights.

Nichols said the resolution emphasizes voluntary consent, avoidance of harm, independent ethical oversight and transparency. "This resolution is advisory only and imposes no financial impacts on the state or local counties or cities," she said, adding the measure encourages Idaho research institutions to adhere to these ethical standards.

Committee members asked why the resolution was being introduced and whether the sponsor planned a full hearing. Senator Wintrow asked, "Why this? Why now?" and Nichols said she has prepared a fuller presentation and is willing to return for a hearing; other senators suggested the draft could be sent to the floor and pulled back for a hearing later.

Senator Keiser moved, "I would move to send RS 32224 to print." The motion, seconded by Senator Zieterfeld, passed on a voice vote. Committee leaders said they plan to request a hearing after floor introduction so the body can consider the resolution with a full presentation.
