Idaho Sheep and Goat Health Board presents ZBR chapter rewrite; committee hears clarifying questions

Boise — The Idaho Sheep and Goat Health Board presented a zero-based rewrite of its sheep and goat rules to the Senate Agriculture Committee, saying the overhaul is meant to clarify language and remove duplication with state code and federal standards.
"The changes proposed in this rewrite were made to ensure clarity, eliminate duplicative language, and remove unnecessary unnecessary verbiage," said Lauren Mink, executive secretary for the Idaho Sheep and Goat Health Board. She told the committee the rewrite is docket number 02-0801-2401 and is authorized by Idaho Code 25-128.
Mink walked the committee through key changes in the pending-rule packet she provided: updates to the incorporation-by-reference section, removal of redundant definitions already covered by federal regulations and voluntary scrapie flock certification standards, and an explicit inclusion of eCVI (electronic certified veterinary inspection) in entrance requirements. She said the rewrite removed a section labeled 900 because it duplicated Idaho Code 25-137 and that no fees would change as a result of the rewrite.
Committee members asked clarifying questions. Senator Caul asked whether removing the rule 900 text eliminated a fine; Mink replied the content was already in Idaho Code 25-137 and the rule language was duplicative. Senator Lankie urged caution about listing website URLs in rules because links change, which can require future rule updates; Mink said she would note that concern.
No public comments were submitted during the board's negotiated rulemaking sessions, which Mink said were held June 11 and June 25, 2024. The committee did not vote on the pending rules at this meeting; the committee's practice, the vice chair said, is to hold presentations on one day and vote at a subsequent meeting after members have had time to digest the proposals.
