Garner said the 85% figure reflects past practice, and he explained that hardship bus routes can be reimbursed at higher rates (members referenced a 103% figure for hardship routes).
The committee voted to introduce RS 32457. Representative Clow and Representative Harris asked for clarification of specific struck and replaced language and the fiscal implications during the next hearing.
No final appropriations or policy changes were adopted today; the RS will proceed to a hearing with requests for technical detail.
