Committee hears vocational rehabilitation rule edits to allow flexibility in participant plans

State Board staff presented noncontroversial rule edits to vocational rehabilitation rules that remove a prescriptive requirement that services must be delivered via an "individualized plan for employment" and instead permit use of that plan or other approved vocational rehabilitation processes. Staff said the edits also clarify language about which individuals the division prioritizes for services in light of updated federal guidance.
The presenter said stakeholders requested the edits to better reflect how service providers operate and to align with new federal guidance and a new strategic plan. "Crossing off that individualized plan for employment... we're allowing for them to use that or other approved processes by voc rehab," the presenter said.
Staff explained that the division still focuses on individuals at imminent jeopardy of losing employment but that the edits provide flexibility so the division is not strictly locked into a single required process, which staff said was helpful given current budget constraints.
The committee did not act on the rules at the hearing and asked staff to provide incorporated references and source documents for rule language as requested earlier in the meeting.
