State board analyst: systemwide budget funds campus research and student safety training

Legislative Services analyst Kevin Campbell gave JFAC an overview of the College and University Systemwide budget, which is housed in the State Board of Education and supports systemwide research and programs.
Campbell said systemwide is not a campus but a funding mechanism that transfers about $4 million of its roughly $6.4 million base budget directly to institutions for research and systemwide projects. Systemwide is organized inside the Office of the State Board of Education, has about 2.5 full‑time equivalent positions, and typically transfers the bulk of its annual funding to the institutions.
For FY2026, systemwide requested $15,000 for training materials related to minors on campus. Campbell explained the request responds to the growth of dual‑credit and other programs that place students under 18 on college campuses for classes, camps and services; the material would be used systemwide because the issue affects multiple campuses. He also noted a small $3,600 technical correction to the FY2025 CEC calculation.
OSBE director Joshua Woodworth (introducing chief deputy Scott Greco and CFO Patrick Colson) told the committee systemwide funding supports research transfers and programs such as Apply Idaho, and that institutions are using transferred funds for research and other systemwide activities.
No formal committee action was taken during the briefing.
