Committee clears bill letting secretary of state update UCC form images with administrative forms

The House Business Committee voted to send House Bill 227 to the floor with a due-pass recommendation. The bill replaces image-based form text in Idaho code related to Uniform Commercial Code (UCC) filings with language authorizing the secretary of state to publish forms so long as they comply with the UCC.
Representative Jeff Ehlers, sponsor of the bill, told the committee that current statutory language embeds an image for certain UCC forms in Idaho Code section 28-9-521, creating practical difficulties when the office needs to adjust font sizes, box dimensions or other formatting. "These forms are actually an image, instead of a description," Ehlers said. "This just makes it easier — right now if you want to change font size or the size of a box, you have to come back through the legislature to change it through statute."
Ehlers said some of the image links on the secretary of state web site are broken, which further complicates the present arrangement. No public testimony was offered at the hearing. Representative Crane moved the committee motion to send the bill to the floor; the committee approved by voice vote.
Supporters said the change is procedural and intended to streamline administrative updates without altering UCC substantive requirements.
