Idaho education committee returns bill to sponsor after debate over Senate confirmation of university presidents

Representative Doug Pickett introduced RS 32,106, a request statute (RS) that would require future presidents of Idaho’s four-year public institutions to appear for Senate confirmation hearings. "The intent is to ensure that our university presidents align with our state's education objectives and priorities," Pickett said during the Feb. committee meeting. He identified the institutions covered as the state's four-year public universities.
Members of the House Committee on Education raised repeated procedural and policy concerns. Representative Nelson asked what would happen "if the Senate does not approve them" and warned of potential disruption if a president were hired and later not confirmed. Pickett said the RS, as discussed, would apply to presidents hired on or after 07/01/2025 and that "if they do not receive confirmation, then the process would have to be reinitiated." Representative Mathias and others pressed for clearer drafting to avoid creating temporary or uncertain employment status for sitting presidents.
Committee members also questioned the scope of the proposal. Several members asked why the RS targets only four-year institutions and not two-year community colleges; Pickett said the draft addresses four-year institutions only. Representative Ehart and others noted practical timing concerns for confirmations because the Legislature sits for a limited session and suggested the confirmation window could be disruptive to searches and hiring timelines.
During debate Representative Mathias offered a substitute to change wording so the confirmation requirement would apply only to presidents hired after July 1, 2025; Pickett accepted that as a friendly amendment. Additional members argued the policy could harm recruitment by effectively obligating a newly hired university chief executive to undergo a subsequent political confirmation process.
After discussion the committee considered an alternate substitute motion to return RS 32,106 to the sponsor for further work. The committee approved that motion by voice vote; the chair announced "the ayes have it." The committee therefore did not advance RS 32,106 to a hearing in its current form.
The action leaves the sponsor able to revise language addressing timing, scope, and any procedural safeguards before a future hearing.
