The Government Operations section of the House Appropriations Committee reviewed a revised budget worksheet and discussed several reallocations and removals of one-time funding, staff member Brady said.
Brady, a committee staff member, told the panel the sheet reflects changes from the executive budget and updates made the previous day, including creation of a new-and-vacant full-time-equivalent (FTE) pool and related guidelines for agencies’ use of that funding. "So going down you'll notice the first change is the new and vacant FTE pool," Brady said.
The worksheet shows $213,000 added to offset funding that had been reduced for guardianships under a 3% base reduction, and $100,000 added for governor's residence expenses. Funding for Prairie Public Broadcasting that had been in the executive budget was removed; Brady said a $1,700,000 item that had been added previously for that broadcaster was taken out. Committee staff also removed a state contingency item that was approved in a separate bill and omitted $15,000 for news media monitoring at the committee's request.
Brady said the committee removed separate rent-and-moving and space-reconfiguration pools that had appeared in the executive proposal and consolidated those items into a single rent, moving and space configuration pool of $2,000,000. He also said funding for a retirement incentive in the executive budget was removed from the worksheet "until more solid numbers were known for that." The committee added a small number of standard sections to outline how agencies may use the new-and-vacant FTE pool.
Members present included Chairman Munson and Vice Chair Brandenburg and several representatives on the panel; the clerk took the roll at the start of the meeting. The committee paused to try to locate an absent representative identified in the transcript as "Viggasaw" before deciding to adjourn for the day; the panel indicated it had no further direction from that absent member and said it would reconvene at a time to be determined. No formal motions or roll-call votes on the worksheet changes were recorded in the transcript.
The committee's discussion was procedural and focused on line-item adjustments rather than adoption of new policy. Staff indicated the worksheet now reflects the changes discussed at the prior meeting and the updates made that day; committee members asked no substantive policy-level questions recorded in the transcript.
