Representative proposes restoring state hospital plan with $330 million package; committee asks staff for drafting language

Representative Murphy asked the Appropriations HR section to consider an amendment that would fund the new state hospital project at $330 million, restoring most previously cut elements of the design and construction plan the committee has reviewed.

Murphy said the proposal would fund $200 million from the Capital Investment Fund (CIF) in the current biennium and would obtain a $130 million letter of credit from the Bank of North Dakota for the remaining amount. Committee staff said a letter of credit is typically included in appropriation authority so that the funds are available if drawn.

Committee members discussed that the proposed additional funding would restore 24 beds and other amenities removed in prior reductions. Committee staff and staff from the Office of Management and Budget indicated the full project amount is typically shown in the appropriation with the funding source noted; the letter of credit would appear as a non‑cash funding source until tapped.

Chairman Nelson asked members whether they had alternate proposals; Representative O’Brien said he would provide language for a behavioral health facility grant under the same section and agreed to forward details to staff. No amendments were adopted during the session; members asked Murphy and O’Brien to supply draft amendment language for staff to prepare for the Monday vote.
