Representative Heather Scott (R.-District 2) presented RS 32328 to the House State Affairs Committee, saying the draft would require state departments and constitutional officers that maintain an online presence to post administrative rules and policy guidance on their websites and to review and update those postings at least once per year.
Scott said the posted page would include a specific statement that “agency policy statements and guidance documents shall not have the force and effect of law pursuant to Section 67-5207A.” She told the committee language was added in response to a member request and asked that the RS be introduced.
Representative Mickelson moved to introduce RS 32328; the committee voted to introduce the measure.
