Senate Commerce sends three public-works bills to the floor raising procurement thresholds

The Idaho Senate Commerce Committee voted to advance three House public-works bills to the Senate floor with a due-pass recommendation. Sponsors said the measures are administrative changes that raise procurement threshold amounts to reflect inflation and reduce administrative workload.

Senator Dave Lent described the trio as "administrative number changes" intended to keep departmental workloads reasonable as construction costs rise. He said H.B. 50 would raise the delegation level for project authority from $300,000 to $500,000, allowing larger projects to be managed by institutions with in-house project managers rather than central Department of Administration staff. Lent said oversight would remain with the department and the Permanent Building Fund Advisory Council and offered an example that, under the new threshold, 35 projects handled at the department level would have been reduced to 19 handled at delegated entities.

Lent said H.B. 52 raises the trigger at which bids move from an informal process to a formal written competitive bid from $100,000 to $200,000; he noted the last change to that threshold occurred in 2005. H.B. 56 raises the limit requiring a written competitive-bid process from $25,000 to $50,000; Lent again noted the 2005 precedent. Sponsors and committee members framed the bills as routine adjustments tied to inflation and workflow.

Each bill drew no public testimony. Committee motions to advance each bill carried by voice vote: H.B. 50 will go to the floor with a due-pass recommendation after a motion by Senator Burt; H.B. 52 was moved to the floor by Senator Ward Engelking; and H.B. 56 was moved by Senator Guthrie with a second recorded. The committee took no further amendments or policy changes on the bills.
