Senator Mike Chase described the subject as one that generates "so much confusion" and said the RS frames AI as a form of personal expression. "The perspective of this legislation is that it's actually a form of personal expression and that people should be able to operate in that space, free of government control," Chase said.
Senator Guthrie moved to send RS 32,179 to print; a second was recorded. After brief procedural discussion, the committee voted in favor and the motion carried. No substantive amendments or hearings were held during the session.
The RS is a preliminary filing that, if printed, would allow sponsors to develop language and seek feedback in a subsequent printed hearing. The committee did not adopt statutory text or take final action beyond the motion to send the RS to print.
