The House Rules Committee received testimony Feb. 12 on House Bill 3382, a proposal to require the Secretary of State to host a centralized, public Oregon rulemaking information system and to set minimum online‑posting requirements for agencies.
Paloma Sparks of Oregon Business and Industry told the committee that rulemaking notices and materials are presently scattered across agency websites and the Secretary of State’s uploads, making it difficult for the public and lawmakers to see the full scope of active rulemakings. Sparks said the bill would require a public‑facing, searchable portal with plain‑language summaries, explanatory memos and clearer navigation to improve access and help regulated parties and legislators find rulemaking materials.
Supporters described the system as modeled on other states’ regulatory portals and said better public access would help businesses prepare, reduce surprises and improve implementation. Sparks told the committee that current tools are oriented toward rule writers rather than the general public and that a modern portal would let stakeholders “see the full scope of rulemaking” so problems can be identified and remedied.
No final action was taken; the sponsor and witnesses said they would submit more detailed written testimony to OLIS and the committee closed the hearing.
