Senate committee clears allied-health dockets and forwards two gubernatorial appointments to the Senate floor

The Senate Health and Welfare Committee on Tuesday approved a series of pending rule dockets for allied-health professions and moved two gubernatorial appointments to the full Senate with recommendations of confirmation.
Orin Duffin, program director for the Health Professions Bureau and executive officer for the Allied Health Advisory Board, presented dockets for athletic trainers (24-3305-2401), respiratory therapists (24-3306-2401), dietitians (24-3307-2401) and naturopathic medical doctors (24-3304-2401). Duffin said the advisory boards followed the Division of Occupational and Professional Licenses' template to simplify chapters, remove redundant language, strike inactive renewal fees inconsistent with Idaho code 67-26-14(9), and consolidate fee tables where relevant.
"Rules were analyzed to eliminate redundant language already found in statute, simplify ambiguous terms, and improve organization," Duffin said. He told the committee that stakeholders were noticed and that no public comments were received on these dockets during the review process.
The committee approved each pending advisory-board docket by voice vote. Senator Van Orden moved approval of the athletic trainers docket; subsequent allied-health dockets for respiratory therapists, dietitians and naturopathic doctors were approved in the same manner.
Earlier in the meeting the committee voted to send two gubernatorial appointments to the Senate floor with recommendations of confirmation: Lance Boylan and Dennis Lykham (name pronunciations recorded in the transcript). Senator Shippey moved to send Boylan to the floor with a recommendation of confirmation; Senator Harris moved the same for Dennis Lykham. Both motions were seconded and approved by voice vote.
