The vehicles being replaced have 170,000–222,000 miles and were acquired between 2013 and 2019.
Janet Jessup (LSO) presented a $40,500 request from the Soil and Water Conservation Commission to replace a light‑duty pickup purchased in 2006 and showing approximately 84,000 miles at submission.
Kevin Campbell (LSO) described a STEM Action Center request for $9,900 to replace one standard laptop, one high‑end laptop, a router, a switch, and a wireless access point; the Office of Information Technology Services reviewed the specifications and the governor recommended the request.
Brooke Dupree (LSO) summarized the Commission for the Blind and Visually Impaired’s request for $28,900 in general‑fund replacement items: desktops, laptops with docking stations, routers, a switch and wireless access points.
Kellen McGurkin (LSO) summarized Idaho State Lottery replacement requests totaling $176,700 from the dedicated fund for servers, desktops/laptops and two iMac workstations the agency uses for marketing and scratch‑ticket design.
Committee members asked technical and procurement questions, including whether vehicle class designations in the budget manual explain cost differences across replacement requests and whether replacement caps reflect current market prices. Analysts said procurement rules and budget‑manual vehicle classes determine the submitted amounts and that the committee may exercise discretion during appropriation votes.
No formal votes were taken; committee members noted they can lift caps or adjust amounts when they set line items.
