Tucker said the automation system is a proprietary, conglomerate system built of Windows‑OS servers and specialized devices that handle recording, playback, routing and “video switching” functions. He told the committee the existing Windows servers are “about 4 years out of date” and that some systems are effectively isolated from the internet because they are unpatchable. “That’s why… we need to replace those is because they’re not patchable anymore,” Tucker said.
IPTV also requested $42,400 (per the LSO replacement‑item form) to replace a heavy‑duty pickup used for mountaintop maintenance in North Idaho. Committee members and LSO analysts questioned whether the stated replacement cost would procure an appropriately equipped heavy‑duty truck; Jared Tatro (LSO) and Senator Cook observed market prices are likely higher. Tucker said IPTV would attempt to auction the old vehicle and apply proceeds toward replacement and that the agency would provide a detailed procurement plan if the appropriation is approved.
Committee members asked for an itemized plan for the $300,000 network replacement; Tucker said the purchase is for equipment replacement only (not a service expansion) and that IPTV will furnish the purchasing plan during procurement. Representative Tanner asked how IPTV separates state‑funded infrastructure from nonprofit/private content funding; Tucker said general‑fund expenditures (state funds) are transparent and that philanthropy covers content production. He said the 10‑year plan details which items the state fund would cover and which the nonprofit (Friends of Idaho Public Television) would pay.
No formal funding decisions were made during the hearing. Committee members asked IPTV to provide an itemized plan and the agency said it would share procurement details with staff ahead of appropriation decisions.
