State Board of Education’s systemwide budget asks $15,000 for minors-on-campus training materials

Kevin Campbell, a budget and policy analyst with the Legislative Service Office, briefed the Joint Finance-Appropriations Committee on the College and University Systemwide budget and the State Board of Education’s FY2026 requests.
Campbell explained that systemwide is not a physical campus but a funding mechanism within the Office of the State Board of Education that transfers roughly $4,000,000 annually to Idaho’s colleges and universities for systemwide research and projects. He said the systemwide base budget is approximately $6,400,000.
The State Board is requesting $15,000 in FY2026 for training materials related to minors on campus — a topic the board says has grown more prominent as dual-credit and other programs bring younger students to campus for courses, camps and services. The board is also requesting a $3,600 correction to the FY2025 CEC calculation.
Joshua Whitworth, director for the State Board of Education, was present and said these items are systemwide because they affect multiple institutions. The committee did not take action during the briefing and Campbell concluded by noting the office transfers funds to institutions when projects have systemwide benefit.
