JFAC approves Health & Welfare reorganization and childcare appropriation unit after brief dissent

The Joint Finance and Appropriations Committee voted Friday to accept a Department of Health and Welfare (DHW) reorganization that realigns budget appropriation units and establishes a new appropriation unit for the Idaho Childcare Program.

Representative Petzke, who spoke during discussion, said he could not support the motion without more information about the large transfers of FTPs and funds. “I have to vote no on this one just because I don't quite feel like I know enough about it yet,” Petzke said. He noted that similar, smaller items had required department officials to come back and justify transfers during enhancement hearings.
The motion to accept the realignment and add the Idaho Childcare Program appropriation unit was moved by Senator Sandra Cook and seconded by Representative Tanner. On the roll call the Senate recorded unanimous support on its side; the House recorded 8 ayes, 1 nay and 1 absent excused. The combined roll-call total was 18 ayes, 1 nay and 1 absent excused; the motion passed and will carry a due-pass recommendation.
Committee staff and DHW analysts said the action is intended to align the budget presentation with the department’s new organizational chart so that future enhancement requests and reporting will be clearer. Staff also told members they will provide an FTP breakout by appropriation unit in SharePoint and that the committee will have another chance to review drafted bill language next week.
Ending: The committee approved the reorganization but directed staff to provide more detailed FTP and fund breakdowns for members ahead of subsequent hearings and bill drafting.
