House Agriculture Committee outlines rules-review schedule; deputy director provides docket packet

Raymond said the Legislature will review 145 sets of dockets across committees this session; the Agriculture Committee will begin its review the following Monday, continue on the next Wednesday with representatives from the Idaho Department of Agriculture, and aim to finish by the 30th of the month. He told members the packet from the deputy director describes each rule docket and why the rule or the enabling legislation was necessary.
The committee was reminded that this is the fourth year using a zero-based regulation approach; members should expect strikeouts (deletions) and red text (additions) in dockets. Raymond urged members to check the shared OneDrive for rules documents and to contact staff with questions; one member reported trouble opening Rule Summary (RS) text in OneDrive and the committee agreed to troubleshoot after the meeting.
Raymond said that three of the committee's rule dockets result from legislation passed last year (including rules related to wolf and grizzly depredation, chemigation and a fee rule for the Idaho Veterinary Association) and that negotiated rulemaking and public comment would occur later in the agency process.
He asked members to take time with the materials and to raise substantive questions when the committee takes up each docket.
