Idaho reorganizes beef-cattle rule language, moves common requirements to statewide nutrient-management rule

The committee approved an organizational change to the rules governing beef cattle feeding operations (docket 0204152401) that relocates common language on record-keeping, soil sampling and land application into the statewide nutrient-management rule (IDAPA 20.4.30).
Dr. Scott Lively told the committee the beef cattle rule retained industry-specific provisions, such as the 120-day lagoon retention requirement unique to the beef sector, and moved common provisions shared across dairy, poultry, commercial truck wash and beef operations into the nutrient-management chapter to reduce regulatory drift.
"There is absolutely no regulatory impact of this," Dr. Lively said, adding that language removed from the beef rule continues to apply under the centralized nutrient-management rule.
Representative Pickup moved approval; the committee adopted the motion by voice vote with no recorded opposition.
Agency staff said the reorganization is intended to reduce confusion by consolidating uniform requirements in a single rule while keeping industry-specific provisions in the respective sector rules.
