Senate refers multiple bills and gubernatorial appointments to committees; urban agriculture bill introduced

BOISE, Idaho — The Idaho Senate on Jan. 24, 2025, advanced a slate of procedural and introductory items, including the printing and referral of several Senate bills, introduction of House measures, and referral of multiple gubernatorial appointments to standing committees.
The Judiciary and Rules Committee reported that Senate bills 1019, 1020, 10201, 10202, 10203, 10204 and 1025 were correctly printed. The Senate then referred those bills to the committees named in the report. The chamber also introduced Senate Bill 1026, described as "an act relating to urban agriculture to establish provisions regarding the keeping of chickens," and ordered it to the Judiciary and Rules Committee for printing.
The Senate received messages from Governor Brad Little reappointing and appointing officials. Among the referrals: the appointment of Dr. Timothy Rerich of Rexburg to the State Board of Health and Welfare was referred to the Health and Welfare Committee; Ronald Davies to the Fish and Game Commission was referred to the Resource and Environment Committee; Alan Schneider to the Commission for the Blind and Visually Impaired was referred to Health and Welfare; Brian Olmstead to the Idaho Water Resource Board was referred to the Resource and Environment Committee; Mary Ann King was referred to the Judiciary and Rules Committee; Judy Bicknell Taylor to the State Affairs Committee; Joshua Whitworth to the Commerce and Human Resource Committee; and Janice Giesole to the Judiciary and Rules Committee. The records show the appointments were submitted to the Senate for confirmation and that the correspondence was filed in the Secretary's office.
Earlier communications included a notice under Title 67-4-12 that Laverne Sessions of Salmon was designated a qualified substitute for Legislative District 31 for a limited period (effective Jan. 25, 2025, through Feb. 2, 2025); the record says the substitute will receive the oath of office upon arrival Monday morning.
The State Affairs Committee reported it had under consideration the gubernatorial appointment of Brigadier General Timothy J. Donnellan as Adjutant General of the Idaho Military Division; that appointment was held for one legislative day and referred to the 10th order of business.
House Concurrent Resolution 4, House Bill 13 and House Bill 14 were transmitted from the Idaho House of Representatives for the Senate's introduction and were ordered to the eleventh order of business for referral to committees (HCR4 to State Affairs; HB13 to Transportation; HB14 to State Affairs). Enrolled House Bill 3 was presented for the president's signature and returned to the House.
