Tennessee House approves consent calendar, withdraws HB 58 and sets committee deadlines

The Tennessee House of Representatives approved its consent calendar, agreed to withdraw House Bill 58 and set committee schedules during a floor session that recessed until 9 a.m. Thursday, Feb. 13, 2025.
Representative Shirley Moody moved passage of the consent calendar "on the third and final consideration in keeping with rule 50." Representative Charlie Moody seconded the motion. The clerk announced an objection had been filed to Senate Joint Resolution 6 by Chairman Clemens; the chamber then voted. The clerk reported "no nays, 1 present not voted," and the presiding officer declared the consent calendar passed after announcing a constitutional majority.
The consent calendar bundles numerous bills and resolutions for expedited passage on third reading with limited debate; passage means the items on the calendar advanced without separate floor debate. Representative Shaw requested to be added as a co-prime sponsor to a Senate joint resolution on the consent calendar (SJR 10), and that request was entered without objection.
Separately, Representative Hakim moved to withdraw House Bill 58 from committee and from the House. The motion was adopted "without objection." The clerk recorded the withdrawal as ordered by the presiding officer.
Clerks and leaders also used the floor to announce committee and filing schedules. The clerk said the Calendar Rules Committee will meet at 8:30 a.m. the following day; an insurance committee meeting scheduled for the evening was canceled; and the filing deadline for committee amendments for committees that meet Tuesday (because of Monday’s holiday) was set at the close of business Friday. Leader Cochran moved that the House stand in recess until 9 a.m. Thursday, Feb. 13, 2025; the chamber stood in recess.
No roll-call vote counts listing individual member votes appeared in the transcript for the consent calendar beyond the clerk's announcement of "no nays" and one member present but not voting. The transcript shows routine floor procedure (introductions, referrals and motions), and contains no record in this session of debate on the individual bills included on the consent calendar.
The House is scheduled to reconvene at 9 a.m. Thursday for further floor business and committee actions.
