Committee introduces two reservation slips: veterinary practice sales and county fair board law repeal

The Idaho House Agriculture Affairs Committee on Thursday voted to introduce two reservation slips (RS) for future hearings: RS 32079, a statutory change requested by the Idaho Veterinary Medical Association to broaden how veterinarians may sell their practices; and RS 32,090, a measure to repeal a decades-old law that allowed counties above a certain population threshold to designate county fair boards as advisory only.
Representative Gerald Raymond (R-Legislative District 31) introduced RS 32079 and said the draft responds to industry concerns that current statute limits to whom a practicing veterinarian may sell their practice. “This is a bill that was brought to our attention by the Idaho Veterinary Medical Association at their request,” Raymond said, noting he had compared the proposed language to current code in Title 30, Chapter 21.
Representative Raymond also introduced RS 32,090 and described its purpose as repealing an outdated statutory remedy first passed in 1989 after challenges in Ada County. He said the original law allowed counties over a population threshold to transfer control of the county fair to county commissioners and make fair boards advisory only; the amendment he presented would repeal that law while grandfathering the two counties currently operating under advisory status. “We are repealing the law. We're simply replacing that section of code with language that grandfathers in the 2 counties that are currently operating as advisory boards only,” Raymond said.
Committee members expressed general support for both RS but asked that hearings include more factual detail about local impacts. Representative Nelson requested that when RS 32,090 is scheduled for hearing the committee consider how the repeal would affect county fair boards’ relationships with county commissioners, who often provide funding and administrative support. Representative McCann asked the sponsor to address whether county commissioners had been consulted and who would bear costs currently handled through county administration.
Both RS were introduced by voice vote and will be scheduled for public hearing according to the committee’s calendar. No committee member recorded opposition on introduction.
What happens next
Each RS will be assigned to a future public hearing where ISDA, affected county officials, the Idaho Veterinary Medical Association, fair board representatives, and other stakeholders can testify. Committee members asked for more detail at that hearing about county fiscal impacts, governance consequences for fair boards, and outreach to county commissioners.
