House introduces broad package of bills; committees recommend measures for second reading
Summary

The Idaho House of Representatives read into the record a package of newly introduced bills Thursday and received multiple committee reports recommending bills for placement on second- and third-reading calendars.
Clerk announcements included committee reports from the House Judiciary Rules and Administration Committee, which reported that it had printed the House Journal for the 204th legislative day and that it had printed and referred several bills. Committees reported sending bills to the appropriate committees for consideration and recommended passage of several measures for placement on the second-reading calendar.
Introduced measures filed for printing or referral included: House Bill 81 (recreation-club liability, new section to chapter 16, title 36, Idaho Code); HB82 (livestock depredation payment amendments); HB83 (new immigration-related chapters in title 18 and title 19 creating offenses and an order-to-return process); HB84 (Department of Administration service to cities and technical corrections); HB85 (election initiative petition technical revisions); HB86 (Idaho Building Code Act amendments addressing electric vehicle building plan requirements and preemption); HB87 (prearranged funeral plans and guardianship termination clarifications); HB88 (commercial solicitation felony provision); HB89 (nurse definition changes); HB90 (public assistance law changes requiring legislative action for certain program changes); HB91 (multiple repeals and code consolidations across health statutes); and subsequent bills and amendments described on the floor.
Committee reports also recommended that several bills be filed for second reading: the Commerce and Human Resources Committee recommended HB50, HB52 and HB56 do pass; the Judiciary Rules and Administration Committee recommended HB19 do pass; the Health and Welfare Committee recommended HB29 do pass; and the Revenue and Taxation Committee recommended HB40 do pass. The Education Committee filed HB42 for the third-reading calendar.
Clerks and committee chairs read long lists of specific code sections that would be amended or repealed by different bills, including many technical corrections and repeals across title 39 (health), title 56 (public assistance and Medicaid provisions), title 66 (guardianship), and other chapters. Several introduced bills were declared emergency measures or specified effective dates in the reading.
Many of the introduced measures were referred to committees for printing or re-referral; the House directed a subset of bills and a joint resolution to the Judiciary Rules and Administration Committee for printing.
No floor votes on the introduced bills were recorded during the session covered by the transcript; the House moved to the second- and third-reading calendars or referred measures to committees as indicated by the clerk’s announcements.
