Supporters described the bill as a technical cleanup that removes outdated statutory language from laws that govern the Public Utilities Commission (PUC). A representative speaking from the floor said the measure removes obsolete regulatory language dating to the 1980s and earlier and described the bill as a housekeeping step to modernize state code.
The floor speaker said, “It’s a good bill. It should pass. Let’s go with that. We passed this bill last year out of the House with 70 affirmative votes,” and explained the bill removes sections the speaker said are now handled at the federal level.
Debate on the motion was closed without substantive floor discussion. The clerk opened the roll for members to cast votes, then locked the voting machine and announced the tally: 67 ayes; three absent and excused. The House approved the title with no correction and the clerk recorded that House Bill 8 would be transmitted to the Senate.
