Senate committee introduces bill to reduce state-level regulatory requirements for health care providers

Sen. Blaylock told the Senate Health and Welfare Committee that RS31828C1 aims to reduce regulatory redundancy for Idaho hospitals, nursing facilities and intermediate care providers by removing state-level requirements that overlap with federal Centers for Medicare & Medicaid Services rules.
“The bulk of these changes in that bill can be found on pages 1 through 6 and page 23, which repeals 19 sections of Idaho code,” Blaylock said, adding that the RS “eliminates 123 pages of agency rules and streamlines the licensing process and standards for these providers.” He told the committee that the Department of Health and Welfare and affected entities support the effort to cut duplicative requirements and reduce operational strain on providers.
Sen. Harris moved to introduce RS31828C1 and send it to print; Sen. Wintrow seconded. The motion carried on a voice vote.
Blaylock said the remaining pages of the RS make minor terminology adjustments for consistency across Idaho Code. No detailed fiscal analysis or implementation schedule was provided in the hearing excerpt; the sponsor said the changes are intended to align state licensing requirements with federal CMS standards and reduce regulatory burden.
