JFAC OKs language letting military division align state pay with federal schedule

The Joint Finance-Appropriations Committee approved language to allow the Military Division to implement a change in employee compensation that maintains parity with the federal pay schedule used for National Guard personnel.
Frances Lippitt, budget and policy analyst with the Legislative Services Office, explained the request: the Military Division is statutorily required to maintain parity with the federal general schedule for its National Guard compensation. Lippitt told the committee that prior restrictions on changes in employee compensation would have prevented the division from applying the federal-style pay adjustments. "The military division is statutorily required to maintain parity with the federal general schedule pay scale," Lippitt said, explaining the purpose of the language.
Lawmakers approved the language by unanimous consent. Committee members discussed rank structure to clarify application; an exchange recounted enlisted pay grades E-1 through E-9 and officer pay grades O-1 through O-10 as the basis for the pay chart the division will use to keep state personnel aligned with federal pay changes.
The adopted language will accompany the Military Division's appropriation and allows the division to implement compensation changes consistent with federal practice for National Guard employees.
