Board approves consent items including transportation projects, grants and contracts totaling multi-millions

The Clackamas County Board of Commissioners approved the consent agenda and a series of related agency consent items on March 20, 2025, voting unanimously 3–0 on the county-level consent items and on subsequent votes convened as the development agency, Water Environment Services board and North Clackamas Parks and Recreation District board.

Clerk Andrew Juraki read a multi-page consent agenda that included dozens of grants, contracts and intergovernmental agreements. Highlights read into the record included a grant application to the Oregon Health Authority for electronic health-record systems in jail health care ($1,131,653.48); a contract amendment with Lawrence PR for tourism-media services ($232,000 amendment; $290,000 total over 5 years); technology dark-fiber service agreements; multiple health, housing and human-services grants and amendments (including a $1,462,408.87 amendment to a contract with MTR Western for a last-mile shuttle program, bringing the total contract to $4,537,346.69); a local subrecipient grant agreement with Ant Farm for acquisition of a property as the Molalla Resource Center ($735,800); and a Stafford Road construction contract with Westech Construction ($10,066,942.17).

The board also approved county-level intergovernmental and grant actions that drew on a variety of fund sources noted in each item: transient lodging tax, state grant funds, statewide transportation funds, Metro Parks and Nature bond match funds, TriMet funds for transportation to services, Oregon Housing and Community Services funding and others. County staff stated no county general-fund dollars were involved in the items flagged as not using general funds where so noted in the agenda.

After the county consent vote (motion moved by Commissioner Schroeder and seconded by Commissioner Savas), the board recessed briefly and reconvened in the following roles to approve associated agency consent items with the same 3–0 vote: Board of Development Agency Directors (amendment to IGA with Water Environment Services for Southeast Monroe Street Improvements, amendment $6,200); Water Environment Services Board (contract with RL Reimers company for pump-station construction, $8,178,775); and the North Clackamas Parks and Recreation District Board (intergovernmental agreement with Sunrise Water Authority for an aquifer and wellhead control systems building at Seeben Park, $2,316 annually in perpetuity).

Clerk Juraki called the roll for final passage after each motion; the record shows Commissioners Schroeder, Savas and Chair Roberts voting aye on the county consent agenda and on the agency items. No consent items were removed for separate discussion.

- Oregon Health Authority grant application: $1,131,653.48 (electronic health records for jail care); OHA funds; no county general funds.

- Lawrence PR contract amendment: $232,000 amendment; $290,000 total (transient lodging tax).

- Technology Services: dark-fiber agreements with estimated values $160,382 amendment ($236,807 total) and a 20-year agreement totaling $61,200; funding through Clackamas Broadband Exchange revenues.

- Health, Housing, and Human Services highlights: MTR Western contract amendment $1,462,408.87 (total $4,537,346.69); Ant Farm grant for Molalla Resource Center $735,800 (Oregon Housing and Community Services); Trillium Community Health Plan grant $180,000 (capital expenses for recovery center); TriMet intergovernmental agreement $386,717 for transportation to essential services.

- Transportation and Development highlights: Barton Park water system construction grant application $285,000 (with Metro Parks and Nature bond match); Safe Routes to School award $798,238 (with a community-road-fund match); Stafford Road construction contract $10,066,942.17 (community road funds, House Bill 2017 safety funds, system development charges).

- Finance: purchase order to Platt Electric Supply for heating and cooling gear $557,258.05 (budgeted county general funds; eligible for 50% reimbursement from the Oregon Courthouse Capital Construction Improvement Fund as noted in the agenda).

The board’s votes were recorded by the clerk as unanimous (3–0) for each consent roll call. No further action was taken on those items at the March 20 session.
