Senate committee approves allied-health rule updates for athletic trainers, respiratory therapists, dietitians and naturopathic doctors

The Senate Health and Welfare Committee approved a series of allied‑health rule dockets presented by Oren Duffin, program director for the Health Professions Bureau in the Division of Occupational and Professional Licenses and executive officer for the Allied Health Advisory Board.
Dockets approved included rule chapters for athletic trainers (24-3305-2401), respiratory therapists (24-3306-2401), dietitians (24-3307-2401) and naturopathic physicians (24-3304-2401). Duffin told the committee that each advisory group held public meetings and notice procedures met statutory notice standards.
Common changes across the dockets included reorganizing chapters into a consistent format (legal authority, scope, licensure, practice standards, fees), striking inactive renewal fees found to be incongruent with Idaho Code 67-26-14(9), simplifying continuing-education language (in the respiratory therapy chapter, licensees may take any CE course germane to the profession), and consolidating redundant fee tables. Committee members moved to approve each pending docket by motion and the motions passed on voice votes.
Senator Van Orden made motions on several of the dockets; votes were taken by voice and the chair declared each motion carried. Duffin said the changes were intended to simplify rule language and align the rules across advisory boards following statutory consolidation enacted in prior legislation.
Committee action: Approved athletic trainer docket 24-3305-2401 (motion by Senator Van Orden), respiratory therapy docket 24-3306-2401 (motion by Senator Van Orden), dietitian docket 24-3307-2401 (motion by Senator Blaylock), and naturopathic physician docket 24-3304-2401 (motion by Senator Van Orden); all passed on voice vote.
