BOISE, Idaho — The Idaho House passed House Bill 19 on Feb. 3, 2025, authorizing organizations the option to submit fingerprints to the Idaho Bureau of Criminal Identification for employees and volunteers who work with children, seniors or individuals with disabilities. The measure passed the House by recorded vote, 70-0.
Representative, District 26 presented the bill and said the change adds an additional security measure for groups such as youth organizations, senior centers and disability-service providers. "Anything to prevent any harm... we want to make sure we keep our youth safe, the elderly safe, the disabled safe," the sponsor said on the floor, describing practical scenarios in which an organization might require fingerprints.
The sponsor told members the Idaho State Police and the deputy attorney general had reviewed the language to ensure it met legislative intent and that the governor’s office had approved moving forward. House members offered no objections during the floor presentation and the bill was approved and will be sent to the Senate.
