Idaho House raises procurement and bidding thresholds in three bills to reduce staff time and address inflation

BOISE, Idaho — The Idaho House on Feb. 3 passed three bills aimed at raising procurement thresholds and streamlining bidding processes for state construction and public-works projects. The package — House Bills 50, 52 and 56 — was introduced by the Department of Public Works and the Department of Administration and sponsored on the floor by Representative, District 1.
Representative, District 1 described the bills as measures to reduce staff time and respond to inflation without increasing project budgets. "These do not increase any budgets. They do not really change anything as far as the project amounts... All three of these bills will reduce the hours that are spent preparing bids," the sponsor said.
The bills change thresholds as follows: HB50 raises the delegated-project threshold from $300,000 to $500,000, allowing certain state entities (for example, universities and parks) to manage projects directly; HB52 raises the informal-bid threshold from $100,000 to $200,000, shortening the time to engage contractors using previously qualified lists; and HB56 raises the written competitive-bid threshold from $25,000 to $50,000 and aligns the state with cities and counties.
Multiple members declared conflicts of interest under the chamber’s disclosure rules because they hold public-works contractor licenses; those declarations were noted in the journal. For HB56, two members requested and received permission to abstain from voting because of a declared conflict. The House approved HB50 by voice/recorded vote (70-0), HB52 (70-0) and HB56 (68 ayes, 2 excused). All three bills will be transmitted to the Senate.
Supporters said the bills speed project delivery and conserve staff resources; no extended floor debate against the measures occurred during consideration.
