Senator Woodward moved a package that added $2,273,700 in federal grant spending authority, $50,000,000 one‑time from the general fund for adult education and literacy programs and $10,000,000 ongoing from the general fund as trustee and benefit payments to postsecondary technical colleges. The motion was seconded by Representative Miller and recorded as a do‑pass recommendation on the committee roll call.
Committee discussion did not produce a roll-call substitute. Committee language accompanying the appropriation requests a report from the Office of the State Board of Education on outcomes from adult education and literacy investments over the preceding five fiscal years and provides exemptions from object‑transfer limitations for several programs within the CTE division. The language also imposes conditions, limitations and restrictions noted on the screen.
Committee members voted to recommend the appropriation to the full Legislature. The committee recorded an affirmative majority and issued a do‑pass recommendation; the language was accepted by unanimous consent.
