State Affairs committee introduces RS32512 to standardize online reporting of state agreements and contracts

Representative Heather Scott told the Idaho House State Affairs Committee that RS32512 would codify a reporting format for state agreements, memoranda of understanding and contracts so entries on the State Comptroller’s website are consistent and searchable.
Scott said the comptroller’s office had implemented initial reporting but found inconsistent entries and requested statutory language rather than an administrative policy. “At this point there's actually 40,550 contracts online that are currently visible, but no consistency,” Scott said. The RS would require standardized fields such as title, effective date, participating entities, a summary of purpose, contact person and monetary value, and would place that reporting requirement in code rather than policy.
Committee members asked why new language was needed and whether the comptroller could adopt administrative rules. Scott said the Business and State Comptroller preferred statute over new administrative rules and that the RS reflects definitions and reporting fields the comptroller requested. Representative Barbieri asked whether the fiscal note understates agency workload; Representative Scott maintained the comptroller already maintains digital contract copies and the RS would align with existing reporting duties.
Representative Mickelson asked whether memoranda without monetary value would be reported; Scott said memoranda of understanding and agreements would be included whether or not money exchanges hands. The committee briefly discussed eventual goals for a searchable database; Scott said the immediate objective is consistent reporting and that a searchable interface would be a longer‑term, separate step.
Representative Achilles moved to introduce RS32512; the panel voted to introduce the measure on a voice vote.
