Seth Hobbs, rules review officer for Idaho Parks and Recreation, told the committee the chapter duplicates the Society of Automotive Engineers testing standards already referenced in Idaho Code 67-7125 and that repeal would simplify enforcement for county law enforcement agencies. "By removing this chapter, law enforcement agencies will have a single location for testing instructions," Hobbs said.
Committee Vice Chairman Shepherd moved to approve rule docket 26-0137-2401; the motion was adopted by voice vote with no recorded opposition noted in the transcript. The department said negotiated rulemaking was conducted and the rulemaking record contained no opposition during public hearings published in the Idaho Administrative Bulletin (Vol. 204-8, 08/07/2024). Hobbs remained available for questions after the committee approved the repeal.
