Legislative staff demonstrate SharePoint and outline JFAC hearing schedule and process

Keith Bybee, Division Manager for the Legislative Services Office's Budget and Policy Analysis Team, walked Joint Finance and Appropriations Committee members through the committee's new SharePoint repository and the session record on Jan. 8, demonstrating how staff will publish the legislative budget book, agency presentations and motion sheets.
Bybee said SharePoint mirrors the OneDrive workflow used elsewhere in the Legislature and provides an organized, searchable repository with a new naming convention designed to reduce duplicate downloads. "Think of SharePoint as that same mechanism, the kind of repository for you to check each morning before you come in the committee or the night before so that you can download the materials and be prepared for the committee meeting," he told the committee.
The manager demonstrated how members should download files (to avoid read-only mode), create a local JFAC folder and copy agency files to make editable notes. Bybee also said committee members may request printed copies or borrow iPads or Surface Pros preconfigured to allow handwritten markup. "If you just click on the file itself, you won't be able to make your notes on that file," he said.
Bybee reviewed the session-record landing page (legislature.idaho.gov > Legislative Services > Budget and Policy > session record by agency), explained that the archive contains audio and video of past meetings and interim presentations, and showed how agendas are organized by date with links to materials.
He also walked members through the published hearing schedule and the committee's expected rhythm: JFAC will meet each day roughly 8:00'9:30 a.m. for full committee business, followed by work-group meetings that take the detailed review and drafting work deeper into specific agency areas. Bybee said week 1 will extend orientation, DFM presentations and staff briefings; week 2 begins agency presentations with the Department of Health and Welfare and secondary education agencies; and program maintenance budgets are scheduled for set on Friday, Jan. 17, per the posted schedule.
He highlighted a new practice for this session: a dedicated morning for replacement-item presentations (e.g., IT and capital replacement requests) so members can review critical replacement needs even when an agency otherwise requests only program maintenance. The committee and Bybee agreed to provide additional one-on-one instruction for members who needed help connecting to SharePoint and setting up local folders.
Ending: Bybee asked members to contact his team for hands-on help; staff reiterated that all committee-facing documents are public and available through the session record and SharePoint.
