Governor Little’s appointees to state boards sent to Senate committees

BOISE, Idaho — On Jan. 9, 2025, the Idaho Senate read and filed a series of gubernatorial appointment letters from Gov. Brad Little and referred each nominee to the standing committee assigned to consider confirmation.
The correspondence included appointments from Governor Little for: Kirk Nelson of Blackfoot to the Offender Management Board (term commencing March 26, 2024, expiring Jan. 1, 2027); Courtney Liddiard of Rexburg to the Idaho Parks and Recreation Board (term commencing Aug. 28, 2024, expiring June 30, 2030); Scott Madison and George Lynch of Boise to the Idaho Energy Resource Authority (terms commencing Dec. 1, 2024, expiring June 30, 2029); Lonnie Allen of Ashton to the Outfitters and Guides Licensing Board (term commencing June 14, 2024, expiring April 20, 2027); and Thomas Mello to the State Building Authority (term commencing Sept. 13, 2024, expiring Jan. 1, 2029). The letters state these appointments are “subject to confirmation by the Senate.”
Senate officers announced committee referrals on the floor: Kirk Nelson’s appointment was referred to the Judiciary and Rules Committee; Courtney Liddiard and Lonnie Allen were referred to the Resources and Environment Committee; Scott Madison and George Lynch were referred to the State Affairs Committee; Kenneth Noon’s referral was placed with the Local Government and Taxation Committee; and Thomas Mello was referred to the State Affairs Committee. The referrals were recorded and the correspondence filed in the office of the secretary of the senate.
A separate communication from Secretary of State Phil McGrane — filed under Section 67-6622, Idaho Code — provided a listing of registered lobbyists; that correspondence was also filed with the secretary’s office.
Under Idaho practice, gubernatorial appointees named on such letters must be considered by the Senate and may be scheduled for committee hearings before the full Senate votes on confirmation.
No committee hearings or confirmation votes occurred during the Jan. 9 floor session; the transcript shows only the reading of the letters and the committee referrals.
