Committee clears bill to change budgeting model for Office of Administrative Hearings

Jared Tatrow of the Budget and Policy Analysis Division with Legislative Services explained that current Idaho code treats the Office of Administrative Hearings under a billing model—estimating costs in advance and submitting bills—which has not performed well. “This bill changes that to be more like how the attorney general costs are recovered and the state controller and the state treasurer,” he said, describing a shift to allocating costs based on percentages of services used.
Representative Manwaring moved to send the bill to the floor with a due-pass recommendation. The committee carried the motion and the bill will advance to the full House for consideration.
