County staff brief commissioners on recovery campus agreement with Fora Health

Clackamas County officials updated the Board of County Commissioners on a subrecipient agreement with Fora Health to design, construct and operate a recovery center planned for 15301 Southeast 90 Second Avenue in Clackamas.
Mary Rumbaugh, director of Health, Housing & Human Services, told commissioners the project emerged from a 2023 county resolution to address addiction, homelessness and mental‑health crises and from a September 2023 addiction recovery summit. She said the county issued a notice of funding opportunity in September 2024, H3S purchased the property in December 2024, and Fora Health — formerly DePaul Treatment Centers — was selected to receive the grant. Rumbaugh said Fora Health will partner with Eldon and Company, Holst Architects and Walsh Construction to complete the project in four phases: schematic design, design development, construction documents and permitting/bidding.
Commissioners asked for monthly progress updates and Rumbaugh said Cindy Becker will provide ongoing monthly briefings and that board approvals will be sought before moving into each subsequent phase. Commissioner Schroeder said she was “excited” to see the project moving forward; Commissioner West described regional interest in the model and said he “can’t wait for the day that we say we’re gonna break ground.”
Chair Roberts said, if there were no objections, the board would advance the contract item to the consent agenda for the board business meeting on April 10.
The presentation was informational; the board did not take a final contracting action at this session and requested routine monthly updates and formal approvals at future meetings before proceeding with each phase.
