House committee hears new version of Cybersecurity and Resiliency Fund, votes to introduce bill

The proposal, presented by Director Gonzalez of the Office of Information Technology Services, would create a fund to support a five-year replacement cycle for state IT equipment, require annual updates and reporting on prior-year spending, and require that the replacement plan be submitted to the Division of Financial Management so it flows through the Joint Finance-Appropriations Committee (JFAC) budget process.
Director Gonzalez told the committee the state faces persistent cyber threats. “The state of Idaho has had over 100,000,000 attacks on our firewall over the last 6 months,” he said, adding that officials blocked “over 19,000,000 malicious emails,” “20,000 of our endpoints” had been attacked and “14,000 of our state users” were targeted. He said the revised language responds to committee concerns about a continuous appropriation by explicitly routing plan review and funding through the DFM/JFAC process.
Committee members asked procedural and fiscal questions during the introductory hearing. Representative Furness asked whether the current draft carried a fiscal request after an earlier $10 million figure had been discussed; Director Gonzalez said the RS itself establishes the fund and does not set the appropriation amount, which remains a decision for the Legislature and JFAC.
After brief questions the committee approved a motion to introduce RS 32,664. The measure will be considered again later in the week.
The hearing was introductory; no final appropriations or policy decisions were made at this session.
