Council awards College Street drainage repair contract to AR Turnkey after staff recommends low bid

The Montgomery City Council voted Sept. 22 to accept staff’s recommendation to award the College Street Drainage Repair Project to AR Turnkey Construction Company, Inc., the lowest bidder in a competitive solicitation.

Staff told council the city received eight bids for the federal‑funded project, with amounts discussed in the packet and a substantial spread between the lowest and highest bids. Staff recommended AR Turnkey based on price and prior working experience; the presentation noted the selected contractor has worked on other city projects. Council members questioned the size of the bid spread and asked whether the project contract includes liquidated damages or delay penalties; staff said the contract does not include a formal delay penalty but requires maintaining access and coordination with residents.

Council also asked about funding options if the low bid rose because of change orders; staff said ARPA funds are available to cover reasonable increases if needed. The presentation described engineering details for erosion prevention, including geotextile fabric and riprap placement. The council approved the award by voice vote following a motion by Councilmember Donaldson and a second by Councilmember Olson.

Staff said federal clearances and environmental review were underway and that it would take additional time before work begins, given federal project requirements. The city will move forward with contract execution and begin coordination with the contractor on scheduling, resident notifications and traffic/access management plans.
