Erickson said the bill follows the session trend of codifying rules in statute and that the standards in the bill — including references to clinical manuals such as ASAM and DSM‑5 — already exist in rule. "It's nothing new, nothing surprising to us," Erickson said; he noted the change passed the Senate 35‑0.
A motion to send the bill to the floor with a due‑pass recommendation was approved by voice vote. No additional testimony was taken in committee. Representative Erickson said he expected to carry the bill on the floor.
The bill preserves the substance‑abuse treatment criteria currently articulated in rule and relocates that language to statute; no new substantive treatment standards were debated in committee.
