Elgin school board backs letter supporting 12‑year downtown TIF extension

The Elgin Area School District U‑46 Board of Education moved to approve a resolution authorizing a letter of support for a 12‑year extension of the Downtown Elgin tax increment financing (TIF) district.

The resolution, presented June 9, would authorize Dr. Johnson to submit a letter of support for the city of Elgin’s request to extend the central‑area TIF, which was created in 2002. Dr. Anne Williams, deputy superintendent of operations, told the board the Downtown Elgin TIF covers more than 1,000 acres and that TIFs “allow cities to reinvest increased property tax revenue called the increment back into the district to promote development.”

She described the district’s planned use of any increment it receives: “the TIF increment that the district receives is planned to add additional secure entrances to our elementary schools, Elgin High School and some of our middle schools,” she said.

Board members asked clarifying questions about who would receive the 10% allocation and whether residential property lies inside the TIF. Williams said most of the district is commercial and that there is a small percentage of residential property included but that the Shelby Oak building is not included. A board member asked for an estimate of what the district’s share would be; Williams said she would provide that estimate to the board by memo.
